TEMS Constitution and Bylaws Amendment – Member Review Requested

To the Membership of the Technology and Engineering Management Society (TEMS); over the past two years, the team of Irv Engelson (2015-2016 Parliamentarian), Gus Gaynor (AdCom Member), and Charles Rubenstein (AdCom Member Emeritus and 2017 Parliamentarian) have labored to make corrections to the TEMS Constitution and Bylaws to update them and make them more relevant to the mission and goals of your Society.

Your AdCom approved the basic changes last summer after which the proposed amendments were forwarded on to the Technical Activities governance staff for their review and recommendations. They made some suggested changes which have since been incorporated into the two amended documents that were then approved on 3 March 2017 by Marina Ruggieri, the 2017 Technical Activities Vice President. Now it’s up to you, the TEMS membership, to approve or disapprove these changes.

  1. Per the currently in effect TEMS Constitution:

108.2: Article VIII, Section 2, Adoption Constitutional Amendments shall be published in an appropriate Society publication, or otherwise publicized by direct mailing or electronic means to the membership, with notice that the amendments will take effect unless ten per cent of the Society voting members object within 90 days.  ”

  1. Per the currently in effect TEMS Bylaws:

109.2 : Article IX, Section 2, Publication Once all approvals are received, Bylaw Amendments shall be published in an appropriate Society publication, or otherwise publicized by direct mailing or electronic means to the membership, with notice that it will go into effect unless ten per cent of the Society voting members object within 30 days.

TEMS members are therefore asked to refer to the original versions of the two documents, the current TEMS C&B at:

and the amended and approved by your TEMS AdCom and TA, VP versions of the C&B at:

Should you have any challenges to the amended TEMS Constitution and/or TEMS Bylaws, please email Charles Rubenstein, your TEMS Parliamentarian at c.rubenstein@ieee.org with the subject “TEMS C&B Comments” not later than 90 days for the amended TEMS Constitution, or 30 days for the amended TEMS Bylaws, from the publication of this issue of The Leader.

Thank you in advance for your assistance in updating our governing documents. Should there be fewer than ten percent of the membership responding negatively to these changes, they will go into effect as noted above.
